Weld County Commissioners maintain that a new Justice Center is necessary because Weld County’s existing court facilities cannot accommodate the additional judges expected as the county grows. According to the Commissioners, the county had room for only one additional courtroom while potentially receiving as many as five new judges within five to seven years. Commissioners have also said keeping the judicial system downtown will preserve the historic courthouse and maintain downtown Greeley as the center of county government.

The Commissioners' statements establish a need for additional court capacity, but they do not explain why meeting that need requires a project costing approximately $490 million.
